The structure of the City Council Standing Committees was established in order to increase efficiency. Any proposed ordinances are sent to the appropriate standing committee for in-depth discussion and review before a final vote can be taken in a Formal Council Meeting. Each Standing Committee has three members of Council and an alternate.
Committees hold public meetings once a month. Through the review process, standing committees may recommend that Council either approve, reject, continue, refer, or withdraw a piece of proposed legislation.

This committee balances the primary role of the Richmond Public Schools against the responsibility of oversight imposed by appropriation of public funds.
